A lot has changed in this typical northern Canadian town since the chilly fall night in when four white teenage boys crossed the bridge spanning the Saskatchewan River to cruise the neighboring Indian reserve for a girl and a good time. So were the schools, and the bars. It was a time when many townspeople-indeed, many Canadians-were not afraid to wear their prejudices against Indians on their sleeves.
Local leaders, Indian and white, are quick to insist that their communities live side by side in harmony and mutual respect. Justice with restitution for chronically impoverished Canadian Indians has become a stated national priority. But the awful crime that occurred here on that night of Nov. Helen Betty Osborne, an year-old Indian, was abducted and driven 20 miles to a nearby lake.
There she was raped and killed, stabbed 56 times with a screwdriver. Within weeks, the judicial probe has heard, the names of four white teenage suspects were circulating in The Pas and had been reported to the Royal Canadian Mounted Police. Yet it took 16 years, until , when a new investigator was assigned to the case, for the Mounties to bring charges in the case.
Eventually one of the suspects was granted immunity to testify, one was convicted of second-degree murder and one was acquitted. The fourth, deemed to have been too drunk to have participated in the crime, was never charged. Native leaders have long suspected that racism played a part in delaying the investigation for so long. Evidence has been presented at the inquiry that the Mounties quickly hauled in native youths for harsh questioning, but politely asked the parents of white suspects for permission to question them.
For their part, the Mounties have accused townspeople of protecting the four suspects through a conspiracy of silence. Testimony has shown that, soon after the crime, some of the suspects bragged of their involvement, yet none of those witnesses came forward until years later. I suspect there is racism here, just like everywhere else, but this is not the same town it was 18 years ago.
To be sure, today there is thriving commerce between the logging and mining town of 6, people and the reserve of 2, Indians cross the 1, yard-long, two-lane bridge to work and shop in town, and whites drive in the other direction headed for a mall on the reserve. The town council and the Indian band leadership cooperate on economic development projects. And when forest fires last month displaced thousands of Indians from reserves across northern Manitoba, the town and The Pas Band worked together to house and feed many evacuees.
Yet more than the river still divides the two communities. The Indian band, alarmed at the high dropout rate of its young people in the town schools, several years ago began planning to build its own elementary and high school. The town school board promptly removed its sole Indian member.
Very few people in the town have ever sat down to dinner in a native house, and vice versa. Since September, , the judges, Alvin Hamilton, a white, and Murray Sinclair, one of only three Indian judges in Canada, have traveled to dozens of remote towns, at times by dogsled, in order to take testimony from more than witnesses.
The judges have heard seemingly incredible stories of police failure to investigate murders and other crimes on Indian reserves; of native people coerced into confessing to crimes to save lawyers the bother of defending them; of arbitrary arrests, lengthy trial delays and excessively harsh sentences.
That overt discrimination is gone now, of course.
